[ARCHIVED] Executive Director accepts position as Assistant City Manager in new city

Edwin Revell served as leader of Killeen Development Services since 2022

KILLEEN, Texas (Dec. 2, 2024) – Killeen’s Executive Director of Development Services, Edwin Revell, has accepted a position as Assistant City Manager for the City of ­­Leander, following nearly three years with the City of Killeen.

 

“In my short time here, the City of Killeen has gained a special place in my heart,” Revell said. “Leadership and this department’s staff are top notch and have been great to work with. I’m proud to have been able to help move Killeen forward in a positive direction, and I’m grateful for an opportunity to continue to grow and advance in my career.”

 

Revell began in February 2022 as the Development Services Executive Director. He came to Killeen, after working with the City of Birmingham, Alabama for more than 20 years, with positions including the Director of Planning Engineering and Permits.

 

The divisions that fall under Revell’s department include Building Inspections, Code Enforcement, Downtown Revitalization, Engineering and Planning. He also oversees the Killeen 2040 Comprehensive Plan, ensuring dozens of projects are initiated and executed properly.

 

Under his tenure, the department successfully increased downtown revitalization efforts and investments, including $1.2 million in American Rescue Plan Act funds and façade business grants and hiring a Downtown Revitalization director; implemented a permitting software for building permits, inspections planning applications, began construction for the Fire station No. 4 and Emergency Operations Complex, started construction of the Killeen Community Center remodel, started construction of the Watercrest Reconstruction and Bunny Trail projects, began construction for the Gap Sidewalk project; Established a Short-Term Rental program, implemented a new car wash water recycling program, adopted an Outdoor Lighting Ordinance to reduce light pollution, addressed subdivision entry signs and perimeter walls and fences; oversaw 50+ downtown events to support economic vitality and community pride an reduced vacancy rate in downtown from 70% to 10%.

 

Revell’s last day will be Dec. 6, 2024.

 

“We will have big shoes to fill, due to Edwin’s vast skillset and knowledge in this area,” Killeen City Manager Kent Cagle, said. “But we wish him the best, as we encourage professional development and always reaching for higher goals. We are confident he’ll have continued success.”
