KILLEEN, Texas (Dec. 19, 2025) – The Killeen City Council voted 7–0 during a special meeting to change the City’s general election date from the May uniform election date to the November uniform election date in odd-numbered years beginning in 2027, following recent changes to the Texas Election Code.
The action moves Killeen’s municipal general elections to November in odd-numbered years beginning in 2027, with the mayor and all councilmembers elected at the same time. The change eliminates staggered terms and elections in even-numbered years beginning in 2027. The city will still hold a May 2026 general election to elect the mayor and at-large councilmembers.
The City’s home-rule charter allows general elections to be held on either the May or November uniform election date as authorized by state law. Under the charter, the mayor and at-large councilmembers are currently elected in even-numbered years, while district councilmembers are elected in odd-numbered years.
Recent changes to state law now allow municipalities to change their general election date by resolution, provided action is taken by Dec. 31, 2025, in accordance with Senate Bill 1494.
City Attorney Holli Clements stated that the bill allows City Council to adopt a resolution to change from May to November elections in odd number years. Clements added that adopting a resolution effective at a later date would allow the City to consider charter amendments and potential term adjustments before the date change goes into effect.
City staff will continue working with the City Council to implement the approved change.
