Killeen City Manager Ron Olson presented his sixth 100-day report on organizational accomplishments to Killeen City Council in executive session at Tuesday’s workshop. The body then discussed his performance for the period of June 23 through September 30.

Working in 100-day increments, Olson establishes organizational expectations and itemizes results. He provides a summary to City Council at the conclusion of each period to keep the body informed of accomplishments and issues.
The City Manager provides the following summary of his sixth 100 days to the public:
Budget was the primary focus during this period. A balanced FY 19 Budget was delivered to City Council August 7. Following weeks of deliberation, Council adopted the budget September 18 with no tax or fee increases and a projected ending fund balance of 26.22 percent.
Policy-making continued with staff’s support of Council’s discussion and adoption of Governing Standards and Expectations and the FY19 Capital Improvements Program. Economic development policies are next for discussion.
Departments have developed and submitted Fiscal Year 2019 Business Plans. A complement to the annual budget, these plans detail priorities, mission elements and associated tasks and the resource allocations. The plans set forth the year’s work and expected outcomes to measure performance.
Comprehensive plan development continued during this period. Departments have completed their submissions, and Planning staff is finalizing a working draft for presentation in the new year.
Financial management policies and procedures were completed to continue strengthening internal controls. A centralized purchasing program is now being phased in organization-wide.
The City’s website was reconstructed during this time period and launched November 2. The new site has significant improvements to functionality including mobile compatibility and subscription capabilities.
