Transfer Station
The Transfer Station is the central receiving and transfer point for solid waste generated by the City of Killeen. Persons authorized to dispose of waste at the facility are:
- Citizens and businesses in the City of Killeen
- Citizens and businesses in the rural areas (counties), excluding Fort Hood areas
Please bring your latest City of Killeen utility (solid waste and water) bill and a valid ID as proof of residency.
Restrictions
The Transfer Station must operate in compliance with Texas Commission on Environmental Quality (TCEQ) rules and regulations, and the approved site operating plan. The facility is not permitted to accept hazardous waste or special waste. Special waste is any solid waste that because of quantity, concentration, physical or chemical characteristics or biological properties, requires special handling and disposal to protect human health or the environment.
For safety reasons, cell phone use prohibited during visits.

- Asbestos materials
- Batteries, of any type
- Fertilizers
- Grease
- Hazardous materials
- Liquids, of any kind (antifreeze, brake fluid, gas, grit trap waste, paint, or pain thinner)
- Medical waste
- Pesticides
- Septic tank pumping
- Slaughter house waste or animal carcasses
- "Special waste" classified by TCEQ
Fees
(Effective October 1, 2025)
Cash, local bank checks and credit cards accepted forms of payment. American Express credit cards are not accepted. The Transfer Station does not accept over-the-phone payments.
Rates for Disposal (residents) (before tax)
- Per ton: $80.00
- Minimum fee per 100 pounds: $4.00
- Residential Killeen Solid Waste Customers: When presenting your latest City of Killeen utility (solid waste and water) bill, citizens of Killeen can dispose each calendar month up to 500 pounds of excess garbage from their residence. *Weight over 500 pounds will be assessed a disposal fee of $4.00 per 100 pounds.
- When arriving at the inbound scale, please have your bill (paper or electronic) ready to show to the scale attendant- it will speed up the process for everyone. Please sign out at the outbound scale after dropping off your garbage.
- *This does not apply to rental properties owned

Rate for Mattresses/Box Springs
- Non-Resident/Commercial Mattress of Box Spring Processing Fee: $20 per item
Tire Fees (before tax)
- Up to 12 inches rim size: $4.00
- Passenger truck tire greater than 12 inches rim up to 22 inches rim: $8.00
- Commercial truck tire, but not larger than 2 inches bead: $13.00
Weight Ticket Fees (before tax)
Do you have a need to weigh a vehicle? If so, the Transfer Station has a certified public scale which can accommodate all vehicles.

Public Scale
Do you have a need to weigh a vehicle? If so, the Transfer Station has a certified public scale which can accommodate most vehicles. A fee is charged for the use of the scales.
Citizens of Killeen
When presenting a current residential utility (water) bill from the City of Killeen, citizens of Killeen can dispose each calendar month of up to 500 pounds of excess garbage. Weight in excess of 500 pounds shall be assessed a disposal fee of $4.00 per 100 pounds which is the minimum fee.
Commercial Businesses in Killeen
A disposal fee of $4.00 per 100 pounds, which is the minimum fee, is charged for all waste that is disposed at this facility. The fee is based on the scale weight of the materials. This fee is subject to change, but is as posted on the sign at the scale.
Nonresidents/Citizens & Businesses of Rural Areas (Counties)

Surcharge for Unsecured Loads (all businesses/citizens)
Vehicles hauling waste to this site must be enclosed or provided with a tarpaulin or net and straps to secure the load to prevent blowing litter or spillage. A surcharge of $26.25 will be assessed for unsecured loads. This fee is subject to change but is as posted on the sign at the scale.

Roll-off Service

“Know before you go!”
When hauling trash to a waste facility, be sure that your load is secured and/or covered.
WHY? It is a state law and City Ordinance.
The purpose of this ordinance is to stay in compliance with the Texas Commission of Environmental Quality requirements for our Type V Transfer Station. To stay in compliance, we must ensure that two miles of our entrance road (Highway 195) and service entry roadway be constantly maintained clear of road liter.
Section 24-106 of the City of Killeen Code of Ordinances provides that: "Vehicles hauling waste to the site must be enclosed or provided with a tarpaulin, net, or other means to secure the load to prevent blowing litter or spillage. A surcharge shall be assessed for unsecured loads as stated in the adopted fee schedule.” The current surcharge for an unsecured load is $26.25.
This means that the load must be enclosed within a box or covered by some means to prevent spillage. Weight of the item is not a factor that is considered. Also, we do not issue warnings. If you arrive at our location in violation of the ordinance the surcharge will be added in addition to your dump fees.
In Texas, unsecured loads are regulated by State Law to prevent littering and ensure road safety. These laws are detailed in the Texas Transportation Code and Texas Health and Safety Code, with key provisions outlined below:
Texas Transportation Code (Chapter 725):
• Vehicles must ensure loads are properly secured to prevent debris, litter, or spillage from falling onto roads.
• Transporting an unsecured load that may endanger others or scatter litter along the highway is prohibited.
Texas Health and Safety Code (Chapter 365):
• This chapter emphasizes proper disposal and the secure transport of waste.
• Local ordinances, such as the one in Killeen, supplement state laws by imposing specific requirements for securing loads.
Consequences for Unsecured Loads in Texas:
• Penalties: Fines for littering or waste spillage, as well as potential civil penalties for improper waste transport.
• Killeen Ordinance: Non-compliance results in an additional surcharge of $26.25.
