Killeen City Council Updates Senior Utility Assistance Program Requirements

KILLEEN, Texas (Feb. 18, 2026) – The Killeen City Council on Tuesday, Feb. 17 voted 6-0 to approve changes to the city’s Senior Citizen Utility Bill Assistance Program, adding new eligibility and documentation requirements intended to strengthen oversight and transparency.

The amendments, adopted as part of the city’s Financial Governance Policy update, revise Section XXV(C) of the policy governing the assistance program.

Under the new requirements, applicants must have at least 12 months of utility account history before applying for assistance. The updated policy also establishes household income limits at 150% of the Federal Poverty Guidelines and requires the city to consider all household members and income sources when determining eligibility.

The changes also define application validity periods and set documentation timeframes to clarify how long approvals remain in effect and what supporting materials must be submitted.

Previously, the program required applicants to be the utility account holder, at least 60 years old, and limited participation to six months.

City officials said the revisions are designed to ensure consistent application of the program, proper verification of eligibility and greater transparency in how assistance is administered.

The council approved the amendments while readopting the city’s Financial Governance Policy, which includes the annually required Investment Policy under the Public Funds Investment Act.
