KILLEEN, Texas (Feb. 18, 2026) – The City of Killeen will host a community planning meeting Thursday, Feb. 19, inviting residents to help shape how federal housing and community development funds will be invested locally.

The discussion will focus on funding available through the U.S. Department of Housing and Urban Development’s Community Development Block Grant and HOME Investment Partnerships programs for fiscal years 2027-2028. City officials are seeking public input to help determine which projects and services should be prioritized for funding.
The Community Development Block Grant program provides federal funding to cities to address a broad range of community development needs, including housing rehabilitation, public infrastructure improvements, neighborhood revitalization and certain public service programs. Projects funded through the program must primarily benefit low- to moderate-income residents.
The HOME Investment Partnerships Program is designed to expand affordable housing opportunities. Funds may be used for activities such as homebuyer assistance, construction or rehabilitation of affordable rental housing, housing rehabilitation and tenant-based rental assistance.
As part of the federal planning process, cities are required to gather community feedback before developing funding recommendations. Input collected during the meeting will help guide how the city’s Community Development Department allocates funds and ensure investments reflect local priorities related to housing, infrastructure, and public services.

Magical Day, Super Mario Day to be held during Spring Break
KILLEEN, Texas (Feb. 18, 2026) – The Killeen Public Library is excited to announce two free, family-friendly events during spring break, offering community members of all ages the opportunity to engage in fun, educational activities.
First, on Saturday, March 14, from 10 a.m. to 3 p.m., the Killeen Main Library will celebrate Super Mario Day with themed games, crafts, and activities inspired by one of the world's most famous video game characters. This event welcomes people of all ages to participate in the festivities.
The library will also host Magical Morning on Wednesday, March 18, from 10 a.m. to 1 p.m. at the Killeen Civic & Conference Center (3601 South W. S. Young Drive). KILLEEN, Texas (Feb. 18, 2026) – The Killeen City Council on Tuesday, Feb. 17 voted 6-0 to approve changes to the city’s Senior Citizen Utility Bill Assistance Program, adding new eligibility and documentation requirements intended to strengthen oversight and transparency.
The amendments, adopted as part of the city’s Financial Governance Policy update, revise Section XXV(C) of the policy governing the assistance program.
Under the new requirements, applicants must have at least 12 months of utility account history before applying for assistance. The updated policy also establishes household income limits at 150% of the Federal Poverty Guidelines and requires the city to consider all household members and income sources when determining eligibility.
The changes also define application validity periods and set documentation timeframes to clarify how long approvals remain in effect and what supporting materials must be submitted.
Previously, the program required applicants to be the utility account holder, at least 60 years old, and limited participation to six months.
City officials said the revisions are designed to ensure consistent application of the program, proper verification of eligibility and greater transparency in how assistance is administered.
The council approved the amendments while readopting the city’s Financial Governance Policy, which includes the annually required Investment Policy under the Public Funds Investment Act.

KILLEEN, Texas (Feb. 15, 2026) – The City of Killeen has successfully completed its scheduled utility billing payment system upgrade as CentralSquare technologies finalized the migration of its payment platform to a new cloud-based environment. All online utility billing services such as Click2gov, phone and automated payment services have been fully restored.
The scheduled migration, which began Feb. 14, transitioned CentralSquare payment services to a secure cloud-based environment hosted by Amazon Web Services. The upgrade enhances cybersecurity protections, strengthens system reliability, and improves overall service performance for customers.
Residents and customers can now resume normal payment activities through all available payment platforms. The City of Killeen appreciates the community’s patience and understanding during the temporary service interruption as these improvements were implemented.

KILLEEN, Texas (Feb. 12, 2026) – The City of Killeen is announcing a scheduled payment system upgrade that will temporarily interrupt utility billing payment services as CentralSquare Technologies migrates its payment platform to a new cloud-based environment.
The migration will begin Saturday, Feb. 14, and is expected to last approximately 24 hours. During this time, online services such as click2gov, phone, and automated payment services supported by CentralSquare will be unavailable. Services are expected to resume by approximately 7 a.m. CST on Sunday, Feb. 15.
The migration is part of CentralSquare Technologies’ transition to a secure cloud environment hosted by Amazon Web Services (AWS), one of the world’s leading cloud service providers. The upgrade is designed to enhance cybersecurity protections, improve system performance, and strengthen overall service reliability.
The migration is scheduled to minimize service disruptions; however, residents with time-sensitive payments are encouraged to complete transactions before the outage or once services are restored.

Volunteers invited to give back through hands-on park improvements on March 7
KILLEEN, Texas (Feb. 11, 2026) – The City of Killeen Parks and Recreation Department invites residents to participate in Love Your Park Day on Saturday, March 7, from 9 a.m. to 12 p.m. at Long Branch Park, located at 1101 Branch Drive.
Love Your Park Day is a community-wide volunteer event dedicated to celebrating and caring for Killeen’s local parks. This year’s projects include painting the skate park and revitalizing the playground at Long Branch Park, enhancing the space for families, youth, and visitors.
The annual event encourages residents of all ages to take an active role in maintaining and enhancing public spaces while fostering community pride and stewardship.
“Our parks are gathering spaces that bring neighbors together and support healthy, active lifestyles,” said Kaitlyn Roberts, recreation manager for the City of Killeen Parks and Recreation Department. “Love Your Park Day gives our community a chance to take ownership of these spaces and help ensure they remain safe, welcoming, and enjoyable for everyone.”

Trash services will not be affected
KILLEEN, Texas (Feb. 10, 2026) – City of Killeen offices will be closed Monday, Feb. 16 in observance of Presidents Day. All offices will reopen for normal business hours Tuesday.
Emergency services will operate without interruption.
Garbage collection will continue on its normal schedule, but the Killeen Recycling Center will be closed. The transfer station will be open from 8:00 a.m. to 1:00 p.m.
The First National Bank Texas Family Recreation Center will be open from 5 a.m. to 5 p.m. The Lions Club Park Senior Center and both libraries will be closed.

KILLEEN, Texas (Feb. 9, 2026) – The Killeen Fire Department responded to a residential structure fire early Monday morning in the 4500 block of Pete Drive.
At 5:36 a.m. the Bell County Communications Center received a 911 call from a neighbor reporting smoke coming from the roof of a home. The dispatch center assigned a general alarm response consisting of three engines, one tower ladder, one heavy rescue unit, one ambulance, two battalion chiefs, one shift chief and one EMS supervisor, totaling 20 personnel. An additional ambulance with two personnel was later dispatched, bringing the total number of responders to 22.
The first fire unit arrived within six minutes of dispatch and reported heavy smoke coming from multiple areas of the roof of a single-family residence.
Firefighters initiated an interior fire attack while conducting a simultaneous search for occupants. Within three minutes of entering the structure, firefighters located one victim, who was immediately removed from the residence and provided lifesaving measures. The patient was transported to Carl R. Darnall Army Medical Center and did not survive from their injuries.
Fire crews completed search and rescue operations and confirmed no additional victims were inside the home. The fire was brought under control within 10 minutes of firefighters arriving on scene.
Investigators with the Killeen Fire Marshal’s Office are currently investigating the incident. The cause of the fire has not been determined and remains under investigation.
No firefighters were injured during the response. The Killeen Police Department and Killeen Code Enforcement assisted at the scene.

Killeen’s population continues steady growth, not decline as some recent reports convey.
KILLEEN, Texas (Feb. 6, 2026) – Recent news reports suggesting that Killeen’s population has declined are not accurate, city officials say. According to the Texas Demographic Center, Killeen’s population continues to grow.
The Texas Demographic Center reviewed historical building permit records along with recently submitted updates from the City of Killeen. In an official email to city staff, the Center’s senior demographer stated:
"It appears unlikely that the city experienced a population decline between 2023 and 2025. We will incorporate the supplemented building permit data into the production of our next population estimate vintage, and we anticipate that the updated figures will reflect a substantial increase in Killeen’s 2025 population estimates."
As of Dec. 1, 2025, Killeen’s estimated population is 164,027, continuing a steady upward trend. The U.S. Census Bureau reports the population as 160,616 as of July 1, 2024, with an average of 2.61 persons per household. Since Jan. 1, 2024, Killeen has added a net total of 1,307 dwelling units, including 778 single-family homes, 539 multifamily units, and 10 demolished units.
"The growth we’re seeing in Killeen is a testament to the continued development and investment in our community," said Wallis Meshier, Executive Director of Development Services. "From new single-family homes to multifamily projects, our city is expanding responsibly, and these numbers reflect the vibrancy and resilience of Killeen. Community invited to donate or receive pet food assistance February 2-14
The City of Killeen’s Animal Services is holding an Open Hearts Pet Food Drive through February 14th, ensuring no pet in the community goes hungry. The two-week initiative welcomes both donations from community members and provides food assistance to families experiencing pet food insecurity.
During the drive community members are encouraged to donate dog food, cat food or special treats, which will go to pets in need of assistance.
If your pet is in need of assistance, bring your pet’s proof of microchipping to the shelter. If your pet is not microchipped, animal services will provide free microchipping during the drive.

Monthlong program helps more than 300 individuals start the new year on solid footing.
KILLEEN, Texas (Feb. 3, 2026) – Killeen Municipal Court is thanking citizens who participated in the 2025 Warrant Forgiveness Month by taking steps to address outstanding warrants before the end of the year.
The monthlong program, which ran throughout December, resulted in 366 warrants cleared with a total value of $103,287.23, reflecting strong community participation and a shared commitment to resolving cases and moving forward.
Warrant Forgiveness Month is designed to reduce barriers created by unresolved warrants, promote compliance, and improve access to Municipal Court services, while supporting public safety and court efficiency.
The program builds on past success. In 2023, 146 warrants were cleared totaling $80,052.09, and in 2022, 130 warrants were cleared totaling $72,982.44. No program was held in 2024.
“We appreciate the citizens who took time out of their busy schedules to work with the court and resolve their cases,” Municipal Court Judge Kris Krishna said. “This program is about accountability and increased access to the court system by helping residents address cases in a fair and manageable way.”

Fire aerial ladder training exercises planned throughout city, no cause for concern
KILLEEN, Texas (Feb. 2, 2026) – The Killeen Fire Department will conduct aerial ladder training exercises throughout the city on Monday, Feb. 2, focusing on commercial structures near the Trimmier Road and W.S. Young Drive area.
Training will take place throughout the day at several locations, including area hotels such as the Marriott Courtyard and Howard Johnson. Residents and motorists may notice ladder trucks positioned near buildings and firefighters operating at elevated heights.
These exercises are part of routine training to ensure firefighters are prepared to respond safely and effectively to emergencies involving multi-story and commercial structures. There is no emergency, and no road closures are expected, though brief traffic delays may occur.

KILLEEN, Texas (Jan. 28, 2026) – The runway at Killeen Regional Airport has reopened after being closed due to hazardous conditions caused by the recent winter weather storm. Commercial flights are now able to arrive at the airport.
Early in the winter storm, the runway was closed to ensure passenger safety during unsafe weather conditions. With conditions improving, airline flight operations have resumed.
Passenger activity at the terminal is expected to gradually increase following the weather-related disruptions. Travelers are encouraged to contact their airline directly or visit American Airline’s website for the most current flight information, at aa.com.

Chaparral Road has reopened after being closed due to a six-vehicle pileup caused by icy road conditions.
The roadway had been closed from Rosewood to Farm-to-Market Road 2410 following a chain-reaction pileup late Sunday night. Several vehicles went into a ravine, and tow trucks were initially unable to safely remove them because of hazardous icy conditions.
The closure was lifted after county crews cleared the scene and deemed the roadway safe for travel. All vehicle occupants were safely evacuated, and no injuries were reported.
City officials continue to urge residents to exercise caution when driving in winter weather, particularly overnight and early morning hours when ice may refreeze. Even treated roads, bridges and overpasses can remain slippery and unpredictable.

Killeen Regional Airport (GRK) Update
American Airlines has not yet canceled flights for Monday, Jan. 26, at Killeen Regional Airport (GRK). City officials are in close contact with the FAA and recommend travelers continue monitoring their flight information. For updates, visit www.aa.com/.
Essential public safety services will continue to operate. While City of Killeen facilities are closed during the ice storm, the city does not control the operating status of private businesses.

KILLEEN, Texas (Jan. 24, 2026) – The City of Killeen has opened a second warming center as temperatures continue to fall across the region and are expected to remain at or below freezing through late Tuesday morning.
The National Weather Service has issued an Ice Storm Warning, forecasting rain transitioning to a wintry mix along with prolonged freezing temperatures.
The additional warming center is located at the Killeen Arts and Activities Center, 801 N. Fourth St., Suite B. The warming center will remain open until 11 a.m. Tuesday, Jan. 27. It is available to residents in need of a safe, warm place, including those without heat or experiencing power outages.
The city’s original warming center at Friends in Crisis, 412 E. Sprott St., has remained open continuously since the start of the winter weather advisory Friday, Jan. 23, and will continue operating until 11 a.m. Tuesday.
The City of Killeen Office of Homeland Security and Emergency Management will continue monitoring weather conditions in coordination with the National Weather Service, assess the capacity of the warming centers, and coordinate additional resources as needed.
City policy requires warming centers to open when temperatures or wind chill values are forecast to reach 32 degrees or lower.

KILLEEN, Texas (Jan. 22, 2026) – The City of Killeen is providing an update on preparations as inclement winter weather is forecast to impact the area from Friday through Tuesday, Jan. 23–27.
Road closures and transportation operations
On Friday, Jan. 23, the Transportation Division of the Public Works Department will close the W.S. Young Bridge at 6 p.m. The closure will extend from 2201 S. W.S. Young Drive to the intersection of Atkinson Avenue and will remain in effect until winter weather conditions have cleared. Traffic control devices will be in place, and motorists are encouraged to use alternate routes.
Below-freezing temperatures are expected overnight throughout the period, with an increased potential for a wintry mix that may include freezing rain and sleet.
The Texas Department of Transportation has been treating state roadways, and the city’s Transportation Division has prepared sand spreaders and additional equipment in the event of icy conditions. Crews have also delivered bags of salt to all fire stations, police stations and City Hall.
Trash collection and public works operations
Solid Waste crews will continue servicing trash collection routes; however, delays may occur on Monday and Tuesday, Jan. 26–27, due to weather conditions. Public Works personnel will be on call for after-hours incidents as needed.

Electric, natural gas service, and utilities information

Warming center operations and hours
The City of Killeen has partnered with Friends in Crisis, located at 412 E. Sprott St., to operate a warming center for community members in need of a safe, warm location, including individuals without heat or those experiencing power outages. The warming center will open at 3 p.m. Friday, Jan. 23, and remain open until 11 a.m. Tuesday, Jan. 27, operating continuously for a total of 92 hours.
City of Killeen facilities will also be available for warming during normal business hours, including City Hall, libraries, the Recreation Center, and Police Headquarters. All visitors must adhere to the city’s code of conduct while using public facilities.

Annual water disinfection conversion begins Feb. 1
KILLEEN, Texas (Jan. 20, 2026) – Bell County Water Control and Improvement District No. 1 (BCWCID1) has scheduled its annual water treatment conversion to begin Sunday, Feb. 1, and continue through Saturday, Feb. 28, temporarily converting its disinfectant from chloramines to free chlorine as part of routine system maintenance.
Following the conversion period, BCWCID1 will resume disinfecting with chloramines. This planned, preventive measure is conducted annually to help maintain water quality throughout the transmission and delivery system.
BCWCID1 provides wholesale water service to the cities of Killeen, Harker Heights, Copperas Cove and Belton, as well as Bell County WCID No. 3 (Nolanville), 439 Water Supply Corporation and the Fort Hood Military Reservation.
The temporary use of free chlorine is an accepted and recommended practice by the Texas Commission on Environmental Quality (TCEQ) to help maintain water quality and minimize nitrification.
During the conversion period, some residents may notice temporary changes in the taste or odor of their water. Water crews will conduct continuous water sampling throughout the conversion to monitor water quality as the disinfectant moves through the distribution system. Customers may continue to use their water as usual during this time.
Disinfection is a critical part of the water treatment process that protects drinking water from harmful microorganisms, including bacteria and viruses. Under normal operations, water is treated at the plant and then maintained with chloramines—a combination of chlorine and ammonia—as it travels through the distribution system. During the temporary conversion, BCWCID1 will suspend the addition of ammonia and use free chlorine to maintain proper disinfection.
Public water systems are required to properly disinfect drinking water and maintain adequate disinfectant levels throughout their systems. While chloramine is widely used because it provides long-lasting disinfection and limits certain disinfection by-products, prolonged use—combined with factors such as high temperatures or water stagnation—can contribute to the buildup of organic material in pipes. A temporary conversion to free chlorine, along with system flushing, helps remove this material and improve overall water quality.
The City of Killeen continues to meet all safe drinking water standards and has maintained a superior rating from TCEQ since February 2019.

Lane closures expected over next three weeks near I-14 and Rosewood Drive.
KILLEEN, Texas (Jan. 20, 2026) – Motorists traveling through the area of I-14 and Rosewood Drive should expect temporary lane closures as roadway improvements get underway.
A contractor for a nearby QuikTrip development will be working at the intersections of Rosewood Drive and Martin Luther King Jr. Boulevard, as well as Rosewood Drive at I-14. The work will include roadway improvements that require intermittent lane closures in the area.
Construction is anticipated to last approximately three weeks. Drivers are encouraged to use caution, expect minor delays, and consider alternate routes when possible.

KILLEEN, Texas (January 16, 2026) – The City of Killeen Engineer Department will be closing the southbound lane of Dimple Street between Avenue J and Bremser Avenue to through traffic on Tuesday, Jan. 20, and Wednesday, Jan. 21 from 7 a.m. to 5 p.m. each day, weather permitting.

New screening process and optional verification fee begin Feb. 1
KILLEEN, Texas (Jan. 16, 2026) – Passengers traveling through Killeen Regional Airport should be aware of updated identification requirements at airport security checkpoints beginning Sunday, Feb. 1, 2026, according to the Transportation Security Administration (TSA).
Starting Feb. 1, travelers who arrive at TSA security checkpoints without a REAL ID or another TSA-accepted form of identification and still wish to fly will be referred to an optional identity verification process known as TSA ConfirmID. Travelers who use this option will be required to pay a $45 fee, which covers a 10-day travel period, and should expect additional screening time.
TSA strongly encourages passengers to bring a REAL ID, passport, or another acceptable form of identification to avoid delays. A temporary driver’s license is not considered an acceptable form of identification for air travel.
Acceptable forms of ID include:
Passengers may be able to pay the TSA ConfirmID fee online prior to arrival at the airport or at designated locations near security checkpoints.

UPDATE: Winter Skate Bash rescheduled to Jan. 30KILLEEN, Texas (Jan. 15, 2026) – The City of Killeen Parks & Recreation Department invites the community to skate into the new year at the Winter Skate Bash on Friday, Jan. 30, from 6 to 8 p.m. at Rotary Club Neighborhood Children’s Park, 2201 E. Veterans Memorial Blvd.
The Winter Skate Bash marks the continuation of a skate event series that was created in October 2025 with the Fall Skate Bash and has quickly become a favorite family-friendly gathering. Building on that success, the winter edition keeps the momentum going by offering families another opportunity to come together, stay active and enjoy the park in a fun, welcoming environment.
Skaters of all ages and skill levels are encouraged to bring roller skates, skateboards or scooters for an evening filled with music and food trucks.

KILLEEN, Texas (Jan. 14, 2026) – City of Killeen offices will be closed on Monday, Jan. 19 in observance of the Martin Luther King, Jr. holiday.
This includes both the Main Library and Copper Mountain Branch Library, the Senior Center and the Solid Waste Administration Building.
First National Bank Texas Family Recreation Center will be open from 5a.m. – 5p.m. and all trash collection routes will remain unchanged. The Transfer Station will be open from 8a.m. to 1p.m.
The Killeen Recycling Center will be closed, and all recycling trailers will be available at the rodeo grounds at 3601 South WS Young Drive.
Emergency services will continue without interruption.
City offices will resume normal business hours on Tuesday, Jan. 20.
KILLEEN, Texas (Jan. 13, 2026) – The annual Martin Luther King Jr. March will take place Monday, Jan. 19, from 9 to 10 a.m. in historic downtown Killeen. The event has been on the City Council’s list of supported community events since 2019, with the city providing operational assistance.
The march brings together residents, community leaders and local organizations to honor Dr. King’s legacy and reflect on his message of nonviolence, justice and civic engagement.
The event is sponsored by the NAACP Killeen Youth Council #6777. Participants will line up at 8 a.m. outside Killeen City Hall, with the march stepping off at 9 a.m. The march will start in front of City Hall on N. College Street, proceed down E. Avenue D to N. 8th Street, continue to N. Gray Street, and end on E. Avenue C.

Agreement supports Lift Station No. 6 expansion and rehabilitation to advance wastewater infrastructure.
KILLEEN, Texas (Jan. 9, 2026) – The Killeen City Council approved a memorandum and resolution during its Jan. 6 meeting authorizing a letter of agreement with Rice Inspection Inc. to provide construction inspection services for the Lift Station No. 6 rehabilitation and expansion project.
The agreement is in an amount not to exceed $161,688 and includes inspection services throughout construction to ensure work is completed in accordance with approved plans, specifications, and applicable standards.
The city’s wastewater system includes approximately 620 miles of wastewater collection mains and interceptors. Lift stations are used to pump wastewater to higher elevations so gravity flow can resume toward wastewater treatment plants. Due to varying topography, Killeen operates 20 lift stations across its service area.
According to the city’s 2025 Water and Wastewater Master Plan, several lift stations require expansion to maintain operational flexibility and accommodate future peak wet weather flows. Lift stations No. 1, No. 6, No. 20, No. 22, and No. 23 were identified as needing capacity improvements.
Lift stations No. 1, No. 2 and No. 6 collectively convey approximately 70% of the city’s daily wastewater flow to the North and South wastewater treatment plants and are considered critical infrastructure. Lift station No. 6 was shown to be operating within 75% of its rated capacity.
The Lift Station No. 6 project includes rehabilitation and expansion to increase capacity from 17 million gallons to 24 million gallons per day, improving reliability and supporting future service demands. Construction inspection services are a standard component of capital improvement projects and help protect public investment by monitoring quality, safety, and regulatory compliance.
On Oct. 21, 2025, City Council awarded Bell Contractors a $6.96 million contract for Lift Station No. 6, scheduled for completion in 2027. Design for Lift Station No. 1 is complete, with construction bids planned after Lift Station No. 6 is finished.

Event to be held April 11 at Special Events Center
KILLEEN, Texas (Jan. 7, 2026) – The Killeen City Council on Tuesday approved two interlocal agreements to once again hold a hazardous waste collection event.
The Council authorized an agreement with the Central Texas Council of Governments (CTCOG), in which CTCOG will pay the city $25,000 for the event, with the city paying the remaining balance. Additionally, the Council approved a partnership with the City of Harker Heights, under which Harker Heights will contribute $5,000 toward the event’s operational and disposal cost. The annual event is scheduled for Saturday, April 11, 2026 at the Killeen Special Events Center (3301 S. WS Young Drive).
Last year’s event drew 476 participants from three counties, with 75% coming from Killeen and Harker Heights. The success of that event demonstrated the strong community demand for safe hazardous waste disposal options.
The free event will accept paints, pesticides, herbicides, household cleaners, petroleum products, antifreeze, used oils, fluorescent bulbs and tubes, batteries, and other chemicals and acids. Materials should be in original containers if possible and carefully loaded and secured for transport to prevent spillage or breakage.
Items that will NOT be accepted include tires, electronics, fire alarms, smoke detectors, explosives, and pressurized containers.
The event is part of the CTCOG Hazardous Waste Events across Central Texas, and is open to all residents of Bell, Coryell, Hamilton, Lampasas, Milam, Mills, and San Saba counties. Participants should bring proof of residency.

Killeen Animal Services shares a New Year’s rescue story highlighting the power of adoption.
KILLEEN, Texas (Jan. 5, 2026) – As the new year begins, Killeen Animal Services shares a story of resilience, compassion, and second chances: the journey of a dog named Diamond.
Diamond first came into the care of Killeen Animal Services in 2023 after she was found as a stray. She was soon reunited with her owners, and staff hoped she had found the safe, permanent home she deserved. But in August 2025, Diamond returned to the shelter once again — this time pregnant and with no one to reclaim her.
From the moment she arrived, staff knew Diamond’s situation would require patience, resources, and determination. She was close to giving birth, and it was clear that finding placement for a pregnant dog — particularly a pit bull — would be extremely challenging.
Shelter staff worked tirelessly to provide comfort and care as Diamond prepared to give birth. She later delivered 10 puppies at the shelter, an environment far from ideal for a mother and her newborns. Despite every effort, four of the puppies did not survive. Staff mourned the loss alongside Diamond, who continued to lovingly care for her remaining six puppies.
As shelters across the region faced capacity challenges, Killeen Animal Services sought a safe alternative placement for the family. In October 2025, the Austin Humane Society welcomed Diamond and her puppies, providing the resources and support they needed to thrive.
The six puppies were quickly adopted, but Diamond — older and often overlooked — continued to wait. That changed during Austin Humane Society’s “Rags to Wags” adoption event, where Diamond was featured and walked the red carpet. In November 2025, her forever family met her and instantly knew she was meant to come home with them.
Today, Diamond is thriving in her new home, sharing her life with three human siblings and a feline companion. Her family describes her as “the sweetest and most perfect dog we could have asked for,” adding that after losing longtime pets, Diamond became the healing presence they didn’t know they needed.
“Diamond’s journey is a powerful reminder of why we do this work,” said Amanda Moore, Killeen Animal Services director. “Even in the most challenging circumstances, compassion, patience and community support can change an animal’s life forever.”

KILLEEN, Texas (Dec. 31, 2025) – The City of Killeen Public Library will host LEGO Day, a free-building experience designed to inspire creativity and imagination through hands-on LEGO brick building.
LEGO Day will take place Saturday, Jan. 31, from 10 a.m. to 3 p.m. at the Killeen Civic and Conference Center, 3601 S.W.S. Young Drive.
Children, families, and LEGO enthusiasts of all ages can build and create in a welcoming environment that encourages imagination, teamwork, and problem-solving.
“LEGO Day is a great way for families to come together and learn through play,” said Deanna Frazee, director of library services. “Events like this give the community a chance to be creative, connect and enjoy an experience that appeals to all ages.”

Collaborative effort with Friends in Crisis provides warm place to residents experiencing cold weather.
KILLEEN, Texas (Dec. 29, 2025) – The City of Killeen, in partnership with Friends in Crisis, will continue operating a warming center as cold temperatures persist across the region.
Friends in Crisis will serve as a warming center on Tuesday, Dec. 30, opening at 3 p.m. and closing at 8 a.m. Wednesday, Dec. 31. The facility, located at 412 E. Sprott St., is open to all community members in need of a safe, warm place, including those without heat or experiencing power outages. The warming center has been in operation this week since Sunday, Dec. 28, and Monday, Dec. 29, during the same overnight hours.
City policy requires warming centers to open when temperatures or wind chill values are forecast to reach 32 degrees or lower. Forecasted conditions continue to meet that threshold, prompting the extension of operations through Tuesday night.
City buildings will also remain open during regular business hours for residents seeking warmth. Available locations include City Hall, public libraries, the First National Bank Texas Recreation Center, police headquarters and other public facilities. Visitors are expected to follow the City’s code of conduct while using these spaces. Although daytime temperatures may rise above freezing, wind chills are expected to remain low, making these locations a safe and accessible option.

Thursday trash collection will run a day early
The City of Killeen offices will be closed on Thursday, Jan. 1 for New Year’s Day.
Libraries, Senior Center, Family Recreation Center, Recycling Center, Transfer Station and the Solid Waste Administration Building will be closed Jan. 1.
Trash collection services for routes normally served on Thursday will run a day early. All other days will be unaltered. Recycling trailers will be available at the rodeo grounds at 3601 South WS Young Drive.
Emergency services will continue without interruption.
City offices will resume normal business hours on Friday, Jan. 2.
The city will hold its annual Christmas tree recycling event on Jan. 3, at the Killeen Special Events Center located at 3301 S WS Young Dr., from 9:00 a.m. to 1:00 p.m. All ornaments, lights, tinsel, and other decorations must be removed prior to dropping off trees. There is no charge to have your tree recycled.

Analysis of the City’s Community Development Block Grant (CDBG) program from application through award selection.
KILLEEN, Texas (Dec. 19, 2025) – An audit of the City of Killeen’s Community Development Department (CDBG) program grant application and award process revealed significant improvements in planning and implementation, according to a report released today. The review also identified opportunities for enhancement, including broadening outreach efforts and improving the department’s website interface.
The objectives of the audit were to review the grant application and award process for Program Year 2025, review and analyze the 2020-2024 Consolidated Strategic Plan, Annual Action Plan, and CAPERs, and determine if opportunities for improvement exist that can be applied going forward.
City Auditor Matthew Grady conducted the independent review to analyze these areas and identify opportunities for further improvement.
The City of Killeen receives approximately $1.5 million annually from Housing and Urban Development (HUD) for the CDBG and Home Investments Partnership (HOME) programs. The grant cycle runs from January through July and includes community meetings, technical workshops, application reviews, award selection, and City Council approval. CDBG grant award categories include Public Service grants for non-profits providing childcare, senior care, and other services for low- and moderate-income residents; Public Facility grants for facility repairs, improvements, and public park enhancements; and administrative grants, capped at 15 percent of total awards, for program management costs.
The audit highlighted significant process improvements for the CDBG/HOME grant programs. These improvements were largely attributed to steps initiated by the executive director of community development, including implementing grant management software to streamline applications and reclassifying key staff to enhance focus on grant management responsibilities. Building on this progress provides a strong foundation for further enhancement to the process.

The audit identified the need to broaden outreach efforts to the non-profit community to enhance diversity among subrecipient agencies. Additionally, the department’s website requires redesigning to create a more user-friendly interface for subrecipients and program participants.
The City Auditor recommended coordinating with the City’s Communications and Marketing Department to implement these enhancements. This approach would optimize outreach effectiveness and improve user experience for all stakeholders.
The City of Killeen remains committed to addressing these findings and ensuring continued improvements in the CDBG application and award process.

Emergency Boil Water Notice Lifted for Most Middle Pressure Plain Addresses
The emergency boil water notice has been lifted for most addresses in the Middle Pressure Plain, except the following locations:
• 401 Cheyenne Dr.
• 202, 300, 310, 400, 500 W. Central Texas Expressway
Water quality samples collected throughout the Middle Pressure Plain confirm that no contamination occurred.
Samples for the addresses listed above have been collected and remain under a boil water notice as a precaution. Test results are expected within 24 to 48 hours. Updates will be provided as soon as results are available.
Residents can continue to monitor updates through city alerts, social media, and the city website.
KILLEEN, Texas (Dec. 19, 2025) – The emergency boil water notice has been lifted for all addresses in Killeen’s Middle Pressure Plain, except for a small number of locations, following water quality testing that confirmed no contamination occurred.
The boil water notice remains in effect for the following addresses as a precaution:
Water quality samples collected throughout the Middle Pressure Plain show the water meets safety standards. Additional samples have been taken for the remaining addresses still under the notice, and results are expected within 24 to 48 hours.
Residents at the listed locations should continue to boil tap water for drinking, cooking, brushing teeth and making ice until the notice is lifted for those areas.
The city will continue to provide updates through city alerts, social media channels and on its website as they become available.

Killeen City Council Votes on Election Date Change Under State Law
KILLEEN, Texas (Dec. 19, 2025) – The Killeen City Council voted 7–0 during a special meeting to change the City’s general election date from the May uniform election date to the November uniform election date in odd-numbered years beginning in 2027, following recent changes to the Texas Election Code.
The action moves Killeen’s municipal general elections to November in odd-numbered years beginning in 2027, with the mayor and all councilmembers elected at the same time. The change eliminates staggered terms and elections in even-numbered years beginning in 2027. The city will still hold a May 2026 general election to elect the mayor and at-large councilmembers.
The City’s home-rule charter allows general elections to be held on either the May or November uniform election date as authorized by state law. Under the charter, the mayor and at-large councilmembers are currently elected in even-numbered years, while district councilmembers are elected in odd-numbered years.
Recent changes to state law now allow municipalities to change their general election date by resolution, provided action is taken by Dec. 31, 2025, in accordance with Senate Bill 1494.
City Attorney Holli Clements stated that the bill allows City Council to adopt a resolution to change from May to November elections in odd number years. Clements added that adopting a resolution effective at a later date would allow the City to consider charter amendments and potential term adjustments before the date change goes into effect.
City staff will continue working with the City Council to implement the approved change.

Residents are asked to place garbage in plastic bags no larger than 33 gallons, or boxes no larger than eight cubic feet wide at the curbside at least four feet away from the roll-out container by 7a.m. on your collection day (customers whose normal collection day is Thursday will be collected Wednesday, Dec. 31). This collection does not include bulky items like furniture, tires, construction waste or appliances. A fee will be assessed for those items.

Early-morning apartment fire controlled in 25 minutes; residents safely evacuated.
KILLEEN, Texas (Dec. 15, 2025) – At 1:15 AM, the Bell County Communication Center received two 911 calls for the report of a fire in an apartment in the 3300 block of E. Rancier Avenue. A general alarm assignment was immediately dispatched, and the first unit arrived on scene within five minutes of the initial dispatch reporting heavy fire conditions and fire already through the roof of a two-story, eight-unit apartment building. Fire companies immediately initiated, an aggressive fire attack while simultaneously evacuating occupants from the fire building and adjacent buildings. The alarm was upgraded to include two additional engine companies and one chief officer due to heavy fire conditions and the number of occupied apartment units.
The fire was brought under control within 25 minutes of arrival on scene. Crews continued with salvage operations and extinguishing hotspots for an additional 2 1/2 hours. Seven of the apartment units were occupied, one was vacant at the time of the incident and all occupants were safely evacuated without injury. There were no injuries to any firefighters operating on the scene.
Five engines, two ladder trucks, one rescue company, one ambulance, two battalion chiefs, two accountability captains, and one chief officer, for a total of 31 personnel, responded to the scene.
The Killeen Fire Department was assisted on the scene by the Killeen Police Department, Office of Homeland Security & Emergency Management, Building Department, Animal Services Unit, Oncor, & Atmos.
Fire investigators from the Killeen Fire Marshal‘s Office also responded to the scene. The cause of the fire was determined to be accidental and area of origin to be in a second-floor utility closet.
A total of 17 residents were displaced as a result of extensive damage sustained to the eight apartment units. All displaced residents will be assisted with alternative housing by on-site property management and the American Red Cross.

KILLEEN, Texas (Dec. 15, 2025) – A transmission main beneath I-14 near the Jasper Road overpass was struck by a third-party contractor, disrupting water service in the Middle Pressure Plain and prompting a boil water notice.
City crews have isolated the damaged section and are rerouting water to restore service to affected areas. Because the main is located under I-14, repair teams have been mobilized to expedite work and minimize public inconvenience. Work is expected continue Tuesday morning, Dec. 16, until work is complete.
Due to the temporary loss of water pressure, the city is advising all water customers in the middle pressure plain to boil tap water before using it for drinking, cooking, or making ice until further notice.

Community spirit shines brighter than ever during annual holiday tradition.
The City of Killeen’s Downtown Revitalization Team celebrated a record-breaking success with the 2025 Holiday Under the Stars Festival and Tree Lighting held Friday in downtown Killeen. The event drew more than 5,400 attendees, more than double last year’s turnout.
This event was made possible almost entirely through community sponsorships. Thanks to generous contributions from Carlson Law Firm, HEB, T-Mobile, Power Home Remodeling, Dennis Eakin Kia, and Signature Care totaling $14,500, along with event revenues, the City of Killeen’s cost to host this event was minimal—just $4,136.25 from the General Fund.
More than 50 vendors participated, offering a mix of food and retail experiences to enhance the downtown atmosphere. Families enjoyed four children’s activity zones, featuring in-kind sponsorships that provided hot cocoa and s’mores, coloring stations, gift wrapping, and handmade Christmas cards. A national traveling semi-truck sponsored through T-Mobile, added an exciting interactive attraction, while the fireworks show paired with the official tree lighting created a memorable finale that continues to generate strong social media engagement.
“The overwhelming success of this year’s Holiday Under the Stars gives us a strong foundation to continue growing holiday programming, vendor quality, sponsor partnerships, and family-friendly entertainment downtown,” said Kira Baskett, Main Street Coordinator for Downtown Killeen. “We are truly thankful to every department, sponsor, volunteer, and partner who helped bring this magical night to life for our residents.”

The project, which began with a groundbreaking ceremony in July 2024 at Haynes Elementary School, was launched in direct response to resident feedback gathered through the City’s Comprehensive Plan, Killeen 2040. Bunny Trail has remained a top priority due to its heavy use, safety concerns and its role as a key connector between Stan Schlueter Loop and Canadian River Loop.
Construction was completed under a $5.8 million contract approved by the Killeen City Council in May 2024 and carried out by RT Schneider Construction. Work included a full roadway replacement, new curb and gutter, sidewalk installation and upgraded drainage at the West Stan Schlueter Loop intersection. Although the project experienced delays caused by supply chain challenges, weather impacts and construction complexities, City officials said the extended timeline ensured quality and long-term durability.
“We appreciate the community’s patience throughout this process,” Mayor Debbie Nash-King said. “This project reflects our commitment to targeted reinvestment in our road network and to following through on the priorities residents identified.”
“The roadway will provide a safer, more reliable corridor for residents, school traffic and surrounding neighborhoods,” City Engineer Andrew Zagars said. “This reconstruction brings Bunny Trail up to modern standards and ensures it can support future growth in southwest Killeen.”
While the roadway is now open to the public, the final project walk-through with the contractor is scheduled for the end of the month. Any remaining punch-list items will be addressed following that inspection including some landscaping that will be worked on through February 2026.

A Golden Recovery: Goldie’s second chance shines light on holiday adoption opportunities.
KILLEEN, Texas (Dec. 8, 2025) – As families across Central Texas celebrate the holidays, Killeen Animal Services is sharing the remarkable recovery of Goldie, a dog brought to the shelter earlier this year after being confiscated from a home. Her story embodies the spirit of hope this holiday season and serves as a reminder that many other pets—just like Goldie—are waiting to find their forever homes.
When Goldie arrived, she was in critical condition and severely malnourished. Killeen Animal Services, in coordination with supporting agencies, safely removed her from the residence, and shelter staff immediately began searching for a rescue partner able to provide the specialized medical care she urgently needed.
Jack Jacks Pack Street Dog Rescue in Austin stepped in to help, providing lifesaving treatment including blood transfusions and intensive veterinary support.
Today, Goldie is thriving. Her once-frail frame has been replaced with strength and energy, and her gentle personality continues to shine. Her transformation reflects the power of compassion, teamwork, and community support.
“This holiday season, we are especially grateful for our rescue partners, our animal control officers and the community members who continue to support our mission,” Killeen Animal Services Director, Amanda Moore said. “Goldie’s story reflects what happens when people come together with compassion. She’s a living example of why rescue work matters.”

Ordinance takes effect immediately to improve public safety.
KILLEEN, Texas (Dec. 5, 2025) – The Killeen City Council has amended chapter 18 of its code of ordinances to prohibit the open storage of nuisance vehicles. The ordinance, approved during the Dec. 2 council meeting, takes effect immediately and updates junk vehicle regulations to protect public safety.
Under the ordinance, a nuisance vehicle is any vehicle or trailer that is wrecked, dismantled, or inoperable for more than 30 days on private property—or more than 72 hours on public property—or otherwise poses a hazard or detracts from neighborhood aesthetics.
Exemptions include vehicles fully enclosed within buildings, properly maintained antique or special-interest vehicles, and vehicles associated with licensed dealers, auto body shops, or competitive or off-road use that are stored for a limited time.
Residents are encouraged to voluntarily remove or repair nuisance vehicles. The city may abate vehicles that remain in violation and assess the cost of removal, plus an administrative fee. Conviction for violating the ordinance carries a fine of up to $200.

KILLEEN, Texas (Dec. 2, 2025) – The Killeen Public Library invites residents to participate in two community town hall meetings during the second week of December to help guide the development of its new five-year strategic plan. Input gathered will help determine future services, programs, and investment priorities.
The first town hall is scheduled for Wednesday, Dec. 10, from 6:30 to 7:30 p.m. at the Killeen Civic and Conference Center in the Lone Star Suite, located at 3601 South WS Young Drive. The second session will be held on Saturday, Dec. 13, from 10 to 11 a.m. at the New Bethel Christian Worship Center, located at 1301 North 8th Street.
Both meetings will be facilitated by Garrett Mason of Crucial Strategies, the consulting partner assisting the City in developing a long-term vision for library services. Mason will gather feedback from participants to ensure the plan reflects the needs of both current library users and residents who do not regularly engage with library resources.

Christmas Parade scheduled for Saturday, Dec. 13
KILLEEN, Texas (Dec. 1, 2025) – Killeen’s annual “Holiday Under the Stars” begins Dec. 5 in Downtown Killeen.
This year’s Holiday Under the Stars Festival and Tree Lighting will take place Friday, Dec. 5 from 6-9 p.m. The mayor and Santa will be on hand to light the tree in Historic Downtown at the Santa Fe Plaza on East Avenue D. Food and craft vendors will be available during the festivities. The festival will include musical performances from Killeen ISD performance groups, Toni Ringgold and Free Ransom.
The 62nd annual Christmas Parade will be held Dec. 13 and will run through Downtown Killeen. The parade begins at 6 p.m. on West Avenue D at North 2nd Street and will run through downtown, culminating at the intersection of West Church Avenue and North College Street.
The Jingle Bell Dash 5K will take place Saturday, Dec. 6 at 8 a.m. at the Andy K. Wells Hike & Bike Trail. To register visit www.killeentexas.gov/centex. Due to the events, downtown streets will be blocked. On Dec. 5, Avenue D will be blocked from the Santa Fe Plaza to Gray Street starting at 8 a.m. and starting at 1 p.m., the Avenue D closure will extend from 4th Street to Gray Street, and Gray Street will be closed from Avenue C to south of Santa Fe Plaza Drive. Additionally, the municipal court will be closed all day.
On Dec. 13, the parade route will be blocked starting at 8 a.m. The closures include College Street from south of the railroad tracks to Sprott Avenue. Avenue D from College Street to North Gray Street, North Gray Street from Avenue D to Sprott Avenue, and Sprott Avenue from Gray Street to College Street. Additionally, 761st Tank Battalion Avenue will be blocked.
Collaborative effort with Friends in Crisis ensures shelter for residents facing extreme cold.
KILLEEN, Texas (Dec. 01, 2025) – The City of Killeen, in partnership with Friends in Crisis, will open a warming center tonight as temperatures are expected to fall to or below freezing.
The center will operate from 8 p.m. Monday, Dec. 1, through 9 a.m. Tuesday, Dec. 2, at Friends in Crisis, 412 E. Sprott St. It is open to all community members seeking a safe, warm place, including those without heat or experiencing power outages.
City policy calls for warming centers to open when temperatures or wind chill are forecast to reach 32 degrees or below.
City buildings will remain available during normal business hours for residents who need to warm up. Locations include City Hall, libraries, the Recreation Center, Police Headquarters, and other public facilities. Visitors are required to follow the city’s code of conduct while using these spaces. Although daytime temperatures will rise above freezing, wind chills may still approach freezing, and these locations provide safe and accessible warmth.

Annual “last dash before the holidays” half marathon concludes Cen-Tex race series for year.
KILLEEN, Texas (Nov. 25, 2025) – The City of Killeen’s Parks and Recreation Department, in partnership with Cen-Tex, its annual Half Mara-Fun on Saturday, Dec. 20, at 8 a.m., the final event in the 2025 Cen-Tex Race Series. The 13.1-mile race will take place at the Purser Heritage Hike and Bike Trail, 8001 Pyrite Drive.
Registration is open through Tuesday, Dec. 16 at www.killeentexas.gov/centex. The first 100 registered runners are guaranteed an event T-shirt. Medals will be awarded to the top male and female overall, the top three male and female finishers in each age group, and all runners who complete the half marathon. To receive a finisher medal, participants must register before Dec. 16.
“This race is always a highlight of the series because it brings out both seasoned runners and people challenging themselves with their first half marathon,” said Alaciel Maldonado, Recreation Coordinator. “It’s become a milestone event for our running community, and we’re excited to close out the year with positive finish.”
The Half Mara-Fun concludes the Cen-Tex Race Series, which will wrap up with an annual banquet on Thursday, Jan. 8, from 5:30 to 8:30 p.m. at the Killeen Civic and Conference Center, 3601 S. WS Young Drive. The banquet will celebrate runners’ achievements and mark the end of another successful season.

Santa’s magical mailbox returns for holiday cheer.
KILLEEN, Texas (Nov. 21, 2025) – The Killeen Parks and Recreation Department, in partnership with the Youth Advisory Commission (YAC), is inviting families to take part in its annual Letters to Santa Program. A special “magical mailbox” will be available at the Family Recreation Center from Nov. 25 to Dec. 15 for children to drop off their letters.
The mailbox will be located inside the Family Recreation Center at 1700 E. Stan Schlueter Loop. Santa will personally respond by mail to each child who submits a letter.
Parents are asked to complete an entry form in person at the Family Recreation Center. The child’s letter and completed entry form must be submitted together in the same envelope. Envelopes will be provided by the Parks and Recreation Department. One entry is allowed per child.
“We are excited to help bring holiday magic to Killeen families again this year,” said Killeen Parks and Recreation Executive Director Antonio Murphy. “The Letters to Santa Program is a cherished tradition that allows children to share their wishes and receive a special message in return.”

Regional social campaign supports pet adoptions and shelter needs over holiday season.
KILLEEN, Texas (Nov. 21, 2025) – The City of Killeen Animal Services Department is kicking off the holiday season by joining a communitywide “Pie Challenge” from Nov. 19 to Dec. 3. The initiative aims to raise awareness of shelter needs and promote adoptions during the busy winter months.
Killeen Animal Services is partnering with the Lampasas Animal Shelter for the friendly challenge, which supports local shelter pets while spreading holiday cheer. As part of the effort, the department has launched an Amazon Wishlist for essential supplies. For every five donations received, Animal Services Director Amanda Moore will take a pie to the face. For every 10 positive outcomes — including pet adoptions, rescue transfers, foster placements or returns to owners — a Killeen Animal Services staff member will also be pied. Residents can vote for who gets pied by commenting on the Killeen Animal Services Facebook page.
“This challenge is a fun way to bring our community together during the holidays,” Killeen Animal Services Director Amanda Moore said. “Every donation, adoption or foster helps us provide the best care possible to the pets who rely on us.”
Killeen Animal Services has also extended the challenge to the Harker Heights Pet Adoption Center and the Bell County Animal Shelter to encourage regional participation.

The upgrade was performed during non-peak hours to reduce service interruptions and is part of the City’s ongoing efforts to enhance system performance, strengthen data security and improve service reliability for residents.

Employees raised nearly $300K for United Way over the past four years
The City of Killeen is excited to invite the community to take part in the “Paws for the Cause” Calendar, supporting the United Way of the Greater Tri-County Area's 2025 campaign.
From Monday, November 17 to Friday, December 5, residents can order their 2026 “Paws for the Cause” Calendar, which showcases adorable photos of adoptable pets from the Killeen Animal Shelter, along with City of Killeen staff from various departments.
Calendars are priced at $10 each, with all proceeds benefiting the United Way of Central Texas. Those who purchase a calendar can conveniently pick them up at City Hall, located at 101 N. College Street, between 8:00 a.m. to 5:00 p.m. Monday through Friday.
This calendar fundraiser continues the City of Killeen's long-standing partnership with United Way, successfully raising funds for community initiatives for over 23 years.

Closure is storm drain installation and waterline work
KILLEEN, Texas (Nov. 10, 2025) – Janelle Drive near Clear Creek Drive will be closed starting Wednesday, November 12, through Tuesday, November 25, including overnights.
The closure will begin just east of the west entrances of Wendy’s and McDonald’s and extend past Landri Lane. Access to Integrity Home Health and Edward Jones Financial Services may be limited during this time.
The closure is for storm drain installation and waterline work being performed in the area.
The contractor will have a traffic control plan in place and guide traffic around the work area. Motorists should anticipate delays and are asked to use caution and obey traffic control devices.
